LAS VEGAS -- Two people who were appointed to the Nevada Legislature on Friday will play a significant role in whether a nearly $2 billion NFL stadium, and potentially the Raiders, comes to Las Vegas. But the Clark County commissioners who nominated the candidates to fill two vacant seats said they were more concerned about whether their appointees would properly vet a plan to put $750 million in public money toward the 65,000-seat venue. Critics worry that in case of a downturn, taxpayers could be left holding the bag for the project thats partially funded by billionaire casino owner and Republican mega-donor Sheldon Adelson.Commissioner Marilyn Kirkpatrick said she and her recommended candidate, Democratic former Assemblywoman Stephanie Smith, didnt really have to talk about Smiths opinion of the stadium. That really wasnt my concern as much as could she ask the hard questions, did she understand government, said Kirkpatrick, who previously held the Assembly seat that Smith was named to on Friday. I think she will ask the hard questions that I would. The commissions move, which fills the final two seats out of five that were vacant, clears the way for Republican Gov. Brian Sandoval to call Nevadas 63-member Legislature into a special session. At least two-thirds of a full Legislature would need to be on board to pass a proposed hotel tax hike, which would fund the stadium, a convention center expansion and more police.Critics dont want to give public funds to a project backed by Adelson, one of the richest men in the world, rather than to education in a state with one of the countrys worst-performing school systems. They also point to experts who say stadium deals rarely yield the economic benefits they promise.Commissioner Susan Brager, who nominated Republican Kyle Stephens to fill the second vacancy, said she asked him whether hed simply go along with party leadership or whether hed be an independent voice on the deal. She said she got the right answers from Stephens, whos a longtime account representative for a janitorial supply company and has worked on Republican political campaigns.I wasnt looking for a `yes person, said Brager. Im hoping this person would stand up for what is right. While she voted for the candidates, Clark County Commissioner Chris Giunchigliani said she felt they were only being asked to do so to ensure there were enough votes for the stadium deal. When there were vacancies ahead of two recent special legislative sessions for less-controversial economic development deals, those spots were left empty. This is politics at its worst, she said. They are the extraordinary governance reforms Parramatta hope will finally usher in a new era.Eels chairman Max Donnelly on Wednesday took a major step towards a fresh start for the club when he proposed an extraordinary ban on all former directors being voted onto the new board. In an attempt to avoid the endless bickering at administration level that sensationally brought the Eels to their knees in 2016, Donnelly also proposed all new board members pass a skills-based criteria never before mandated in the clubs history.I want a clean slate, Donnelly told AAP on Wednesday. For most clubs, the criteria is how many years of membership have you got to make you eligible to be on the board. All those old club constitutions were drawn up in a way to stop people turning up today and trying to take over the club tomorrow because they wouldve had to be a member for three years. But in this day and age, weve moved on. In other words, it will take more than knowing how to throw a spiral pass or a kick a torpedo bomb if you are to tick off on the murky world of third party deals and contract extensions. That was part of the problem, Donnelly said.A lot of people that got onto the board, theyre not used to running a company. Footballers are wonderful footballers, but not many of them can run a business because theyre not trained to.While two of the seven board members will be nominated by Parramatta LLeagues Club, five will come external to the franchise and from business-centred backgrounds.ddddddddddddDonnelly said it is a set-up not far removed from the likes of Newcastle, Wests Tigers and Gold Coast, all of whom have had to be rescued by the NRL in recent seasons.Members have until November 4 to provide feedback. Its the way of the future. You need a skills-based board. Thats what Im trying to achieve, he said.Ive also said that if youd been a director in the past, you cant be a director again going forward, which is to try and stop all the old factions.People might turn around and say thats silly, or unfair or wrong, well okay, thats why I have a consultation process, and Ill listen to what everyone says to me.The NRL is understood to have given Donnelly the green light, despite a request to veto any future changes to the clubs constitution.I resisted that, I didnt think the members of Parramatta would like that, Donnelly said.Donnelly also revealed on Wednesday that the clubs protracted contract saga with Will Hopoate had come to an end after settling the dispute last week.In another sign of the Eels pushing into a new era, Donnelly said the club is likely to search for a new major sponsor once its deal with Dyldam expires at the end of the month.
